That particular section of road was never intended to be a "speed trap". The residents (1 couple in particular that walk a lot) requested at a meeting at city hall that the speed limit be lowered just on their section. Since that particular couple have been reisdents since the 1960's (that I know of) their request was granted. It may now be used as one, but that was not the intent.

Actually isn't the 25 mph just during school? And is it not posted as such?
