Longitude: -80.793
Description: Anywhere in the town of Elgin Just outside of Northeast Columbia in Kershaw County. The Elgin Police Dept do a great job enforcing most of the laws with the help from county, but I have heard the speeding conditioins for which they stop people are ridiculous. The speed limit is only 35 mph I guess because if you go any faster you will miss the town.

The speed limit in the town is 35 for good reason. Traffic can be very heavy at any time of day, and there's only one traffic light despite several adjoining streets.

I guess we need a better definition of speed trap. To me, a speedtrap is an area with sudden, unmarked, and inappropriately reduced speeds combined with very strict enforcement of those speeds. Since Elgin is a small town, with a lot of vehicular and pedestrian traffic, it sounds as if 35 mph is an appropriate speed. And, since there are several signs indicating the reduced speed ahead, I would say that there is nothing "sudden" about the reduced speed. So much for Elgin meeting the definition of a speedtrap! To carry it further, in the last ten years that I've lived around here, I've never heard of any unduly strict enforcement. Of course, since the one guy says "I have heard.." I can't give much credibility to his statement and the other guy fails to give specifics of how Elgin meets the definition of a speedtrap. Cops running radar = safe traffic, not necessarily a speed trap.

I grew up in Elgin and it is a speed trap although not as bad as it was in the 80's and early 90's when it was really ridiculous. Watch yourself going out of Elgin toward Columbia right after you pass the IGA store. They sometimes sit there at that church before the speed limit changes to 55 going down the hill.
